It's just a zip file and when expanded you get this. I downloaded a few of these in the past and have always been miffed by it whilst also being very frustrated I can't get my hands on the goods

I just tried downloading rl_math_collection.zip on Safari in macOS Sonoma and it unzipped into a .hip file as expected. .hip files are actually an old archive format called "cpio" so something on your system tried to further unarchive the .hip file after unzipping. Try downloading with another browser like Brave or Chrome as I think Safari is the only browser that has this auto-unzip feature.
