The caching process doesn't utilize all the CPU capacity

My scene is just 1M particles more or less. But there are hundreds of small objects for RBD collision.
The CPU always run below 30% and sometimes less than 10%. While the GPU (RTX3090) consume around 26% -- 30% capacity.
I wonder whether it could be faster.
Pls let me know if anyone have similar issue.
