Is that possible to render 2 render passes in the same .exr file? e.g: one render pass for foreground obects, and other to the backgroud. All in the same multilayered .exr file?

Not with Render Pass prims, but you can get foreground and background objects in separate AOVs by using Holdout AOVs.

I got the answer on sidefx doc, is not possible:
The USD Render ROP provides a Render Pass parameter, where you can add the Scene Graph Tree path to a RenderPass prim. Note that you can only use one prim at a time!
