On Windows, updated hcustom to use Visual Studio 2017+ setup API for finding toolsets. Also added experimental option "--newest_vstudio" for using the newest installed major Visual Studio installation (eg. VS 2019) instead of VS 2017.

Exposed the Overwrite Attributes from SOP parameter for collisions on the RBD Bullet Solver SOP. RBD Bullet Solver SOP and RBD Configure now create a name attribute for primitive types supported by Bullet which don't have a name attribute set. Fixed a bug with command line karma/husk so that fractional --frame-inc arguments should be processed properly now. So, a command like: "karma -o foo%04.1f --frame-count 4 --frame-inc .5 foo.usd" should work properly now.
