Added additional heuristics to prevent self snapping when dragging a handle that will affect geometry for which we do not have a selection available to apply our regular approach of preventing snapping to the selected geometry. These situations arise with persistent handles, SOPs with their highlight flags turned off, generator SOPs which don't generate a cook selection at all, and when we're displaying temporary component selections for an active selector. We now avoid snapping to any part of the geometry from nodes being manipulated by the handle when we encounter these situations.
