Hi, does anyone know how I can package my HDK plugin in an OTL? It's a sop node, but I don't want the user to have to separately install the .dll as well as the OTL.

There's no real way to do that. If you're in an environment (ie. Linux) where you can reliably use inlinecpp [sidefx.com] in a Python SOP, then that might be a workaround.
