just in case ppl run into this issue, in 16.5 the Environment Light cannot be manipulated with the handle.

The environment light has two handles, one for the sun direction when in physical sky mode, the other to control the environment rotation. While the first handle is locked if physical sky is disabled, since the parameters are disabled, the second handle, which controls the actual rotate channel appears to be disconnected from the rotate parameters.

well I've got a reply from SESI with bug ID 86810
what this tells me is there's a bug in PRE 16.5 !!
So in 16, you can immediately rotate the handle of the Env light, fine…set it to whatever, now if you enable Sky Env Map….the setting you just did 1 second ago snaps to the Sky Map…ie. you've just lost what you've laboriously (slight exaggeration here) setup…
So maybe the devs were trying to ‘unify’ this thing for consistency….and it leads to the problem in 16.5
