UE5 not referencing houdini indie correctly

I'm having an issue where my (extremely basic) houdini assets are not cooking in UE5. However, they do work when I run session sync. There are no error messages in the logs. At some point while debugging this, in UE in the details panel of the houdini asset, it gave a warning that I'm using an indie version of houdini. When this warning appeared, the assets worked as expected. However, most of the time when using UE I do not see this message and the assets do not work. As expected, the bundled example assets do work.

I take this to mean that UE5 is somehow referencing commercial houdini and not indie. But I don't know how to correctly have it use indie.

I'm using UE 5.7.1 and Houdini 21.0.559

Thank you for any help, this has eaten up a lot of my time already.
