Is there any method to assign to a HDA hotkeys, so for example “ctrl+z” will run my custom HDA python script?

One approach is to create a new tool on the shelf and call the python function from that tool. Then map a hotkey to that tool by holding Ctrl-Alt-Shift and press on the tool to open the hotkey manager and set your hotkey.
