Physically Correct Lights (Intensity)

Did this question ever pop in your head?

This had bothered me for awhile. When lights are set to physically correct, their intensities need to be high (like 1000^ or even more if the light is faraway from the scene) in order to see any light in the scene. Do artist increase the intensity as high as possible until they get the desired look or are there rules to follow?

Other packages will also have multipliers, does different package generally calculate lights the same way?

It will be awesome if someone can share related resources!

vray is the same, you end up with massive light multipliers.. Its fine, just the way light works!
