If you set the particle oversampling to say 10 you would then be evaluating the POP network 10 times per frame.
To scrub the viewport to see subframes, you need to open the Playback Options dialog.
If you set oversampling to 10 or ten steps per frame, set the Step to 1/10 or 0.1.
