Issue with viscous fluid filling geometry

I am trying to use flip fluids emitting from a sphere to fill an object. I am trying to make the liquid look like honey, so I enabled viscosity and turned it up and the simulation no longer ran correctly.

When I initially enabled the viscosity and had the value at 0, it still filled the geometry, however when I raise the viscosity value (even to a value as low as 1), it no longer fills the geometry, and just collects in the hole at the top of the geometry.

I have tried using OpenCL and increasing the substeps as high as 10, with no improvement. I'm stumped on what to try next. Comparison pictures below. Any help appreciated!

Hi post up a scene file, showing the issue you can also check the flipfluidobject and the particle separation parameter. Making sure your particles are small enough to fit
