Copy Stamp to Copy to points

Hello, I just started learning Houdini.

most of the tutorials online use "copy stamp" but since it was updated and deleted, I couldn't find ways to proceed.

I'm trying to make a cylinder with kind of a jelly fish hair around it.

and from the tutorial he used "copy stamp" to make the length of the each hairs different, with length attribute from attribute VOP.

the length attribute is from AA flow noise and fit ranged with value of 0.5 to 1.

how can I make each line's Z value to make lengths different with noise value(length attribute from VOP)?

Don't use the VOP. Make all the lines the same length, then use a Set Length - Guide Process node (which is part of the hair grooming system) to set the length after the copy to points. Activate Randomize and choose min/max length.
