How to attach a particle sim to animated geo?

Hi ya'll! I'm currently working on a project where I want a particle sim that I created on a frozen geo to follow the animated version of the geo. Since it is my first time doing this, I have not figured out how to properly do it and all the tutorials I see only show for particles that stick to the geo. How should I go about this?

You might want to simplify. Instead of generating particles from smoke, just emit the particles directly from animated surface, as shown in your reference.
Using Houdini Indie 20.0
Windows 11 64GB Ryzen 16 core.
