what does the otl mean?

i heard otl mamy times.. but i don't know for sure what is the otl..
i couldn't find otl anywhere in houdini..
if there someone who can describe it briefly..
please leave a breif description

Those thingies

An OTL is a collection of custom made networks that have been packaged up into a neat bundle. Common example is an arm. Instead of having a bunch of bones and nulls sitting in a network you can select all those nodes and collapse them into a single node with your own parameters. OTLs is a fairly large topic and they are actually pretty simple once you get past all the terminology.

“Plugin” has the wrong connotation though as creating an asset doesn't require programming.

True, but when describing to someone why Houdini has no plugins its the way they understand
