Your ground plane actually looks different than the default one. Did you create the ground plan using the shelf? The default ground plane should look like the attached image.
I wonder if you have a custom one overriding the default one. If you middle click on the groundplane DOP node, it should be defined by something like:
/opt/hfs14.0.408/houdini/otls/OPlibDop.hda?Dop/groundplane
Are you able to reproduce this in a new scene?

Yes, the ground plane is the default Dop/groundplane otl. It looks that way because it's a shot from the ortho side view. See new screenshot with ‘wire shaded’ on from perspective.
As mentioned before, if I create a new scene and throw a ground plane down, it works. It just doesn't work in my scene.
Where does the ground plane define its size from?
Maybe I did something by mistake… although I can't see how that would be the case when deleting it and reinserting it doesn't work.
