I don't think so.
What would you imagine would be in the database? People, monsters, ships, cars, trucks, insects, animals, dinosaurs?
You can head over to Mixamo and download all of their animations.
I assumed each crowd sim would be shot driven. You would create agents to fulfill the shot requirements.
