HIP Can't Find HDA In Same Folder

Just wondering why a HIP file can't find the HDA it needs even when the HDA is sitting in the same folder as the HIP file?
Using Houdini Indie 20.0
Windows 11 64GB Ryzen 16 core.
nVidia 3050RTX 8BG RAM.

For my user defined HDAs I put them in a created folder named with lower case ‘hda’ - that sits in the same folder as the .hip file.

Sometimes I bring down a user HIP file with an associated HDA into my download folder. It seems like $HIP should just kick in as the first attempt to locate a node without a definition.
Using Houdini Indie 20.0
