How to detect where normal is pointing Inside?

If geometry normal is directing inside, how to detect Those faces and reverse them procedurly?

If the manifold is inconsistently oriented, then the facet sop can orient it. For a consistently oriented manifold that is reversed, measured volume will be negative. For something non-orientable, think a moebius strip, then it's not orientable by definition.

Based on the screenshot it looks like you are dealing with planar geometry and extruding it upwards

So just make sure all your planar geometry has geometric normal pointing upwards before extrusion

You can use Group Sop for that and group by normal direction whatever polygons point downwards and run reverse sop only on that group
