I think I see what you're saying, though I can't offer a solution.
It does seem inefficient to display a bunch of identical tabs labeled “floor2,” “floor3,” and so on if the building asset is just a single story tall. Maybe you can try to deconstruct an existing asset that discloses new parameters only as needed, and adopt that method.
Something like the LSystem kind of does that with its variables list:

I'm also seeing the behavior you describe with the high-density poly bevel.
If switching to a different bevel method isn't feasible, you may have to dissolve the extraneous section and patch together a cleaner corner.

If the missing effects nodes are still available in the dynamic tab menu, then maybe your default desktop arrangement is corrupt or incomplete. Try switching to a different configuration like Model or Technical.

If it's a GPU limitation, you might try a different viewport scene renderer, like the older H11 method. Maybe there's something about your current shading mode that's misinterpreting where you're clicking.
You should still be able to scale non-uniformly by dragging with the middle mouse button in any field in the parameters pane.

Maybe you've got a firewall blocking the self-hosted web services Houdini needs to display the help system.

Thanks for the links. OpenSubdiv's adaptive tessellation capability looks incredible, and appears to ensure prestine surface detail at all resolutions. Some of Pixar's recent product presentations help illustrate the technology's speed and production advantages.
